
In accordance with Section 19 of the Local Government Act 462, which mandates all local assemblies across Ghana to meet at least once every three months to deliberate on development plans and budgets, approve or reject proposals from the Executive Committee, address district-related issues, and receive reports from committees, the Atiwa East District Assembly convened its Second Ordinary Meeting of the First Session of the Third Assembly on Thursday, 30th October 2025. The meeting took place at the Assembly Complex Hall after the statutory 14-day prior notice had been duly observed.
The session witnessed the presence of the District Chief Executive (DCE), Hon. Ernest Owusu Ntim, the District Coordinating Director (DCD), Mr. Paul Acquah, the Presiding Member and Assembly Member for the Tiawia-Subrisu Electoral Area, Hon. Abraham Kofi Nyarko, all Assembly Members across the four Area Councils, and representatives from the various decentralized departments and agencies.
Under the leadership of the Presiding Member, the House considered and unanimously adopted the minutes of the First Ordinary Meeting of the First Session of the Third Assembly, after making the necessary corrections. The adoption of the minutes, as explained by the Presiding Member, was essential to ensure proper documentation and serve as evidence of proceedings in compliance with Sections 26 and 27 of the Local Government Act 462.
In his address to the House, the District Chief Executive, Hon. Ernest Owusu Ntim, presented an update on key development initiatives and government directives. He emphasized the Assembly’s ongoing efforts to improve Community-Based Health Planning and Services (CHPS) compounds with the inclusion of medical laboratories, the incorporation of Assembly Members’ allowances in the Composite Budget prior to disbursement as directed by the Central Government, and the Member of Parliament, Hon. Abena Osei-Asare’s selection of the Asamang-Tamfoe R/C School for renovation. He further announced plans for the recruitment of additional security personnel, the strengthening of the Mining Revenue Task Force, and the intended establishment of a specialized task force under the Physical Planning Department to oversee property rate collection. Hon. Owusu Ntim also disclosed the introduction of a staff welfare scheme, which has officially commenced to improve staff motivation and well-being.
Following the DCE’s presentation and the Hon. Presiding Member’s report on Public Relation Complaint Committee (PRCC), the Department of Budget and the Department of Planning provided detailed explanations of the 2026 Composite Budget, derived from the 2025 Annual Action Plan, as well as the 2026 Fee-Fixing Resolution and Revenue Improvement Action Plan (RIAP). The presentations clarified the Assembly’s financial projections, expenditure priorities, and strategies for enhancing revenue generation. Members engaged in extensive deliberations on how to maximize fee collection efficiency and ensure prudent utilization of resources. After all issues were addressed, the House unanimously approved and adopted both documents.
A notable highlight of the meeting came from the Head of Administration, who, on behalf of the Department of Internal Audit, announced that the Atiwa East District Assembly had not been cited in the 2024 Auditor-General’s Report. The news was received with loud applause, as it demonstrated the Assembly’s continued commitment to transparency, fiscal discipline, and sound financial management.

The District Director for Zoomlion Ghana Limited was slapped with series of questions from the Hon. Assembly Members after her presentation to the house regarding sanitation challenges in the district. Concerns raised included the alleged non-performance of some sanitation workers, the overflow of refuse dumps, and the payment of fees for unexecuted work. The DCE, to the director’s rescue reiterated to the house on the director’s response that, the terminated sanitation contract by the government was with YEA. However, the contract had been restructured and split to private entities to collect waste and on the side of the Assembly to provide a central dumpsite. He acknowledged that the dumpsite had not been in a good condition for some time but assured the House that funds had been allocated to the Department of Environment and Sanitation to reshape and rehabilitate it as soon as possible, and edged the District Director of Zoomlion to engage her superiors to ensure improved sanitation management across the district.
Before the meeting was brought to a close, the newly appointed District Coordinating Director, Mr. Paul Acquah, upon permission from the Presiding Member, addressed the House for the first time. He expressed his gratitude to the Assembly for the warm welcome extended to him and pledged to strictly adhere to all rules, regulations, and administrative procedures governing the Assembly. Mr. Acquah also assured members of his full commitment to work collaboratively with all departments, agencies, and stakeholders to advance the development agenda of the Atiwa East District.
The meeting concluded successfully, with all agenda items comprehensively discussed and resolutions duly adopted. The Presiding Member, Hon. Abraham Kofi Nyarko, expressed appreciation to all members for their active participation, constructive contributions, and unwavering commitment to promoting good governance and sustainable development in the Atiwa East District.
